Fixes for Manage Center

The following issues have been fixed in this release for Manage Center.

In Manage Center, the task due date reflects the server time zone, but it should reflect the time zone of the client machine.

16.0282.02

If you create a global access token for a database with a linked view and no table, access token creation fails, and this error shows:

There are no Tables in this Database
