Links Restricted by Access Rights are Disabled

Links in Enterprise Manager that are restricted by user access rights are now disabled.

In previous releases, if a user did not have access to a particular area in Enterprise Manager — for example, creating or modifying users — the links to that functionality were hidden. Now the links are visible, but disabled.
